There is no punishment in the state for players wagering at offshore sites.

Is Anything Likely to Change in the Future?

There will more than likely be changes to the Netherlands’ gambling market in the near future. As mentioned earlier, the EU doesn’t approve of nationalised monopolies on anything, even gambling. As a result, there is work afoot via the Modernisation Casinos Regime Act to break apart the monopoly.

The ultimate goal with this law change is to give the Netherlands a similar series of gambling laws and infrastructure as other EU member states. This means that a Dutch gambling authority would be created which would hand out licenses to paying operators, and any such operator holding a permit would be legally entitled to offer their services to players in the country. There has already been talk about opening up the market to offshore operators who apply for such a license, just like what has recently happened in Sweden. It is almost certain that these changes will be implemented within a few years, so watch this space.
