Is Online Gambling Legal in Slovenia?
Slovenia has legalised all forms of gambling, in a manner. To date, one of the biggest and most prominent forms of gambling in the country is the lottery sector, and many top sites are required to obtain a license from the Slovene authorities if they wish to engage in offering lottery services to players. The laws surrounding online casinos are little murkier.
A bill known as the New Gaming Act first appeared in 2013, but there is no indication that has actually made any real difference to the Slovene gambling scene. Once it was made legal, it effectively required an operator to obtain a gambling license from the country to provide players with services such as casino games. After the passing of this bill, any casino games provider could face fines if they continued to offer their services to players in the country.

Slovene Online Casinos
When Slovenian passed the New Gaming Act (the most recent piece of legislation), there was not really any such thing as a Slovenian online casino. Online gambling at casinos was in effect a grey area, somewhere between legal and illegal. These foreign casinos were initially subject to blocks and blacklists, as Slovenia tried to curb access to international sites. However, whenever a casino was blocked, they opened up a new domain, or players used VPNs (virtual private networks) to get around those blocks. The government has since given up trying to tell ISPs (internet service providers) to blacklist such sites, and so with no penalties in place for playing at said casinos, Slovenians are mostly free to play anywhere.
Is Anything Likely to Change in the Future?
The current Slovenian gambling law passed in 2013, and there have been no discussions to replace it with anything else or amend it further. At present then, Slovene players are at liberty to play legally in state-licensed sites, or they can play offshore at international domains.
One possible area where Slovene gambling law may come unstuck and where they may decide to change course is with the cost of licenses. Not too many major sites have gone in for a gambling license from this country, and this could be the reason. A lowering of the cost may see more operators interested in the market, although that wouldn’t require any kind of law change.
